Poulsbo building permits
Who issues the permit, how to file, and the rules we have read on the office's own pages, quoted and dated.
Who issues permits
The City of Poulsbo Building Department "is responsible for the review and approval of structures within the City of Poulsbo." Electrical permits are not the City's: its page says "For electrical permits, please contact Labor and Industries." Source [1]
How to file
- The Building Department's page points applicants to its online SmartGov portal, and lists building permit applications on a separate City page. Source [1]
- The City says "Starting January 1, 2026, the City of Poulsbo is transitioning to electronic building permit submittals and resubmittals through SmartGov." Source [1]
- "Plans must be uploaded in PDF format through SmartGov (no secure or password-protected files)." Source [1]
- "Approved plan sets will be digitally stamped — applicants must print one color copy for jobsite inspections." Source [1]
- If you cannot submit electronically: "please contact us. In limited cases, staff may accept paper plans and scan them into our system on your behalf." Source [1]
Review times
- A notice on the Building Department page, when we read it on October 13, 2026, said: "Current average plan review time is 6 weeks for residential permits and 8 weeks for commercial building permits from date of complete application." The City updates that notice, so check the page for the current figure. Source [1]
Worth knowing
- The City's "Do I Need a Building Permit?" handout says a project that is exempt from a building permit "still needs to conform to building code requirements, zoning setbacks, critical areas, shoreline management, or other City of Poulsbo regulations." Source [2]
- The same handout says "you may need to obtain separate electrical permits from Labor & Industries, unless the items are otherwise exempted." Source [2]
- The City's page says "The 2021 Washington State Building Codes went into effect on March 15, 2024." Source [1]
- The handout's disclaimer: "This handout should not be used as a substitute for codes and regulations, please see the City of Poulsbo Municipal Code for complete text requirements." Source [2]
