Poulsbo permit guide
Do you need a permit for a garage or shop in Poulsbo?
Quoted from Poulsbo's own pages, with the date we read them: October 13, 2026.
Short answer
Depends on the project
The City of Poulsbo's "Do I Need a Building Permit?" handout exempts a residential, single-story, detached tool/storage shed, playhouse or similar structure only up to 200 square feet of floor area. A residential storage building over 200 square feet, or one with any mechanical equipment, requires a building permit. The handout does not name a "shop"; the City's accessory-structures handout lists a garage as a detached accessory structure. Source [1]Source [2]
The rule, quoted
From the handout's list "Permits are not required for the following":
Residential, single-story, detached, accessory structures that will be used as tool/storage sheds, playhouses, or similar uses, provided the floor area does not exceed 200 square feet
From its list of examples that do require a building permit:
Residential storage buildings with floor area greater than 200 square feet
Residential storage building that will have any mechanical equipment. Examples: heat pump, pump house, generator
Carports: Attached and carports that are greater than 200 square feet
The City's accessory-structures handout defines the term:
An accessory structure is a detached structure, such as a shed, garage, gazebo or greenhouse, which is secondary to the primary structure on the lot.
What to submit
- Applications are made through the City's SmartGov online portal, and "Plans must be uploaded in PDF format through SmartGov (no secure or password-protected files)." Source [3]
- The Building Department's page lists the City's Building Permit Applications as a separate page. Source [3]
Worth knowing
- The accessory-structures handout, whose file on the City's site is dated 2017, words the exemption as "Accessory structures under 200 SF do not require a building permit." The "Do I Need a Building Permit?" handout says the floor area may "not exceed 200 square feet". If your structure is close to 200 square feet, ask the Building Department. Source [1]Source [2]
- That handout says that even when no building permit is required, accessory structures "must still conform to the site requirements, such as setbacks, height, impervious surface and building lot coverage." Source [2]
- It also lists separate zoning limits for detached garages, carports and other accessory structures in the RL zone, and sends zoning questions to the Planning and Economic Development Department. Source [2]
- Poulsbo says "you may need to obtain separate electrical permits from Labor & Industries, unless the items are otherwise exempted." Source [1]
