Poulsbo permit guide

Do you need a permit for a deck in Poulsbo?

Quoted from Poulsbo's own pages, with the date we read them: October 13, 2026.

Short answer

Depends on the project

The City of Poulsbo's "Do I Need a Building Permit?" handout lists a deck as exempt only when it is not attached to a building, is less than 30 inches above grade at any point, is less than 200 square feet, does not serve the main entry door, and is not more than 18 inches high on shoreline properties. Near a critical area or its buffer, the handout says to check with the Planning Department. Source [1]

The rule, quoted

From the handout's list "Permits are not required for the following":

Decks: Not attached to buildings, are less than 30 inches above grade at any point, less than 200 square feet, do not serve as main entry door and are not more than 18 inches high for shoreline properties. Exception: when near critical area, or critical area buffer, check with the Planning Department

From its list of examples that do require a building permit:

A structure or new impervious surface of any size located within the shoreline buffer or in a critical area or their buffers and setbacks. This includes decks and patios under 18 inches in height

What to submit

  • Applications are made through the City's SmartGov online portal, and "Plans must be uploaded in PDF format through SmartGov (no secure or password-protected files)." Source [2]
  • The Building Department's page lists the City's Building Permit Applications as a separate page. Source [2]

Worth knowing

  • Exempt does not mean unregulated: the handout says a project that is exempt "still needs to conform to building code requirements, zoning setbacks, critical areas, shoreline management, or other City of Poulsbo regulations." Source [1]
  • The handout says "you may need to obtain separate electrical permits from Labor & Industries, unless the items are otherwise exempted." Source [1]
  • The handout's disclaimer: "This handout should not be used as a substitute for codes and regulations, please see the City of Poulsbo Municipal Code for complete text requirements." Source [1]
