Poulsbo permit guide
Do you need a permit to finish a basement in Poulsbo?
Quoted from Poulsbo's own pages, with the date we read them: October 13, 2026.
Short answer
Depends on the project
The City of Poulsbo's "Do I Need a Building Permit?" handout does not name basement finishing. It lists "Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work" as not requiring a building permit, and lists structural remodeling, plumbing work and mechanical work as requiring one. How a given basement layout is classified is a question for the Building Department at (360) 394-9882. Source [1]Source [2]
The rule, quoted
From the handout's list "Permits are not required for the following":
Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work
From its list of examples that do require a building permit:
Structural remodeling - interior & exterior
Plumbing work (except for stoppage of leaks)
Mechanical work (except repairs of appliances)
What to submit
- Applications are made through the City's SmartGov online portal, and "Plans must be uploaded in PDF format through SmartGov (no secure or password-protected files)." Source [2]
- The Building Department's page lists the City's Building Permit Applications as a separate page. Source [2]
Worth knowing
- The handout says a project that is exempt "still needs to conform to building code requirements, zoning setbacks, critical areas, shoreline management, or other City of Poulsbo regulations." Source [1]
- It adds that "you may need to obtain separate electrical permits from Labor & Industries, unless the items are otherwise exempted." Source [1]
- The handout's disclaimer: "This handout should not be used as a substitute for codes and regulations, please see the City of Poulsbo Municipal Code for complete text requirements." Source [1]
