Plumbing fixtures cost estimate
Fixture swaps and a water heater. Moving a drain to a new wall is a remodel, not a swap. The band is a Kitsap planning range, about ±15%, not a contract price.
Default scenario
One kitchen sink and a tank water heater
$2,800 – $3,800
Rooms, surfaces, and fixtures. Many need a permit only when plumbing, circuits, or structure move.

$2,800 – $3,800
Point total about $3,300 · about 2 working days on site
Default scenario: One kitchen sink and a tank water heater. Not a contract price. The band is the point total plus or minus 15%, a planning allowance we set for early estimates, not a measured accuracy. Prices include materials, labor, JKM overhead and fee, and 9.3% Washington sales tax. Working days on site are crew days. Design, permits and material lead times add calendar time before and between them.
| Item | Qty | Total |
|---|---|---|
| Kitchen sink and supply, faucet by others or standard | 1 ea | $1,240 |
| 50-gallon tank water heater, like for like | 1 ls | $2,040 |
Notes
- Fixture prices include a standard fixture. Moving a drain to a new bay is a bathroom-gut number, not this list.
Not in this band
- Hazardous-material abatement. Asbestos and lead are common on pre-1978 houses and are separately licensed work.
- Structural repair discovered after demolition.
- A new electrical panel, water service, or septic, unless that line is on this estimate.
- Design fees, except where a drawing line is shown.
- Financing and temporary housing. (Washington sales tax, 9.3%, is included in these prices.)
Planning band for Kitsap County. Not a bid. A site visit sets the number.
What the plumbing estimate covers
The plumbing estimate prices fixture swaps and a water heater, nothing more. You enter how many kitchen sinks, bath sinks, toilets and hose bibbs, from none up to a few of each, and choose whether the water heater stays, is replaced with a tank or becomes tankless. Each fixture type is its own line, priced per fixture, so the band moves in whole steps as you add them.
The default is a kitchen sink and a tank water heater, and every other fixture count starts at zero.
What the prices include
The fixture lines include a standard fixture, supply connections and the labor to set them. The kitchen sink line says the faucet is by others or standard, which means that a faucet you buy yourself is a separate item. The tank water heater line is priced like for like, which assumes the new tank goes where the old one was.
A tankless heater is its own line and includes venting. It costs more than a tank, and what a tankless unit needs beyond that depends on the house, such as the gas or electrical supply and where it can vent, so a site visit is where that gets checked.
Swaps are not moves
The line between a swap and a remodel is the important one. The estimate notes that moving a drain to a new bay is a bathroom-gut number and not part of this list. If you want a toilet in a different spot or a sink on a different wall, use the bathroom or kitchen estimate instead, because opening the floor to re-route pipe changes the whole job.
Small jobs are lifted to a minimum, and the desk shows that as a line named small-job minimum whenever it applies.
What is not in the band
The band leaves out hazardous-material abatement, structural repair found once a wall or floor is open, a new water service or septic unless the estimate shows it, design fees and financing. Washington sales tax is already included in the prices. Fixtures you supply yourself are not included.
Whether a fixture swap or a water heater needs a permit depends on the work and on the office that covers your address, and our permit guides explain how the Kitsap authorities divide the communities. Use the band to plan, then ask for a site visit and we will look at the existing plumbing before we write the real estimate.

Questions
Plumbing fixtures estimates: common questions
What does the plumbing estimate assume before I change anything?
The starting band, $2,800 – $3,800, is the default scenario (One kitchen sink and a tank water heater). It prices the sink with its supply and a 50-gallon tank water heater replaced like for like.
Why is moving a drain not part of the plumbing estimate?
Because it is a different kind of job. Swapping a fixture uses the pipes that are already there. Moving a drain to a new wall means opening floors or walls, so it is priced as part of a remodel, not as a fixture swap.
Does the plumbing estimate include the fixtures themselves?
Fixture prices include a standard fixture, as the notes under the result say. A specialty fixture you choose is a separate cost, and fixtures you buy yourself are not part of the line.
How does a tankless water heater change the plumbing estimate?
The desk prices it as a separate line that includes venting, and it costs more than a like-for-like tank. Other work a tankless unit can need, such as a different gas or electrical supply, is something a site visit checks.
