Kitsap County DCD permit guide

Do you need a permit to finish a basement in unincorporated Kitsap County?

Quoted from Kitsap County DCD's own pages, with the date we read them: October 13, 2026.

Short answer

Depends on the project

Kitsap County DCD's "Do I Need a Building Permit?" tool does not list basement finishing by name. It answers "Not Required" for finish work such as painting, papering, tiling, carpeting, cabinets and countertops. It answers "Permit Required" for a structural remodel, and for plumbing and mechanical work except the repairs it names. Whether your basement plan counts as a structural remodel is DCD's call, so ask before you settle a layout. Source [1]
